National Assembly members\nsupported the amendment of the land law but expressed concerns about the\ncontinuing loss of state lands and conversion of agricultural land into other\nclassifications.  <\/p>\n\n\n\n

During the debate at the\nongoing session, members learned about many state lands under government sector\nmanagement having been transferred into individual ownership. This could affect\nlong-term national development when the government needs land for the expansion\nof infrastructure and public space.  <\/p>\n\n\n\n

If individuals and\nentrepreneurs acquire too much land, the government will need to spend more on\nfuture compensation to free up land for development projects in populated\nareas.<\/p>\n\n\n\n

NA member for Xieng Khuang\nprovince, Mr Vilaysouk Phimmasone said \u201cSome people have a lot of land while\nthe poor do not have enough for productive farming.\u201d<\/p>\n\n\n\n

\u201cOur state lands have been\nillegally encroached upon or given to individual owners, but how can we take it\nback,\u201d he asked?<\/p>\n\n\n\n

Many members noted that some\nofficials had abused their power of authority to take over state lands, saying\nthat the amendment of the law needed to address this issue.<\/p>\n\n\n\n

NA Member for Vientiane, Ms\nBuakham Thipphavong called for relevant authorities to re-inspect state land\nacross the country with those seizing it without the approval of the central\ngovernment forced to return the property to state ownership<\/p>\n\n\n\n

Members are also concerned\nabout national food security with many areas of agricultural land repurposed\nfor commercial and residential use without approval from authorities.<\/p>\n\n\n\n

NA member for Khammuan\nprovince Mr Thipphachan Phoxay said the government needed to make it clear in\nits allocation as to which land should be conserved for agriculture not allow\nanyone to convert it into other classifications.<\/p>\n\n\n\n

Provincial authorities need\nto play an active role in determining agricultural lands for commercial\nproduction.<\/p>\n\n\n\n

While presenting the draft amended law for NA debate on Friday, Minister of Natural Resources and Environment, Mr Sommad Pholsena highlighted the need to amend the land law which has applied since 2003.<\/p>\n\n\n\n

The amended law comprises 15\nparts and 190 articles. Of the total, 36 articles are new, and 47 articles are\nrevised.<\/p>\n\n\n\n

Land disputes have been one\nof the top public issues for many years with hundreds of people submitting\ntheir concerns through the NA hotline every session.<\/p>\n\n\n\n

Land issues also related to\nunfair land compensation, overdue issuance of land titles and intrusion of\nforestry lands.<\/p>\n\n\n\n

Under the law, individuals\nare allowed to have not more than 800 square metres of residential land each.\nThose who don\u2019t pay taxes for three consecutive years or don\u2019t develop their\nland plots for three years will have to pay the tax five times more than their\ncurrent fee rate.<\/p>\n\n\n\n
