The assessment focused on seven scenarios, namely so-called ghost projects, cancelled projects, expired projects, implementing projects, those without land leases and concessions from the government, conflicted projects, and projects transferred from state ownership to private use.
In 2018, the Lao government, Laos Maha Nathi Sithandone (Hong Kong) Investment Co., Ltd., and LTV Road and Bridge Construction Sole Co., Ltd. signed an agreement to develop the Maha Nathi Sithandone Special Economic Zone on an area of 9,846 hectares on islands in Khong district.

There will be 4,411 families are affected by this project. The project is now completed 70%, the compensation process is far from the construction, 20.4% completed. It's planned to finish by the end of 2021.
The project is expected to have a direct impact on 26 villages in three provinces: Luang Prabang, Oudomxay and Xayaburi, with an estimated 840 households (9,974 people).
