
During the past week (June 3–5, 2025), the PIASVC project team conducted a field visit to monitor and follow up on the implementation activities for 3 villages in Phaxay District, Xieng Khouang Province. These activities targeted villages supported by LaoDHRRA — LaoDhrra- Lao Development of Human Resources in Rural Areas Association
This outreach focused on disseminating information related to the Land Law and was conducted in collaboration with both central and local government officials. Participants included staff from the Department of Land, the Department of Justice, as well as relevant local departments and offices, such as the Provincial Department of Natural Resources and Environment, the Provincial Department of Justice, the District Office of Agriculture and Forestry, and the District Office of Justice in Phaxay. These officials had previously undergone training in order to effectively share legal knowledge and practical lessons with the community.
This round of village-level implementation marked the final activity under Phase 1 of the project. It highlighted the continued importance of land and natural resource laws for grassroots communities in their daily lives. The outreach was particularly relevant for local farmers, who are directly involved in responsible agricultural investment, contract farming, and customary land right. These topics are central lessons from the project that aim to improve villagers’ understanding and awareness, helping them use land resources lawfully and promoting mutual agreement between parties.
Some villagers expressed their reflections on the initiative, with one participant stating:"I’ve come to recognize the importance of disseminating land laws through this project. After multiple training sessions, villagers have become more aware of legal enforcement. We’ve even had the chance to apply real-life case studies, which helped make the lessons clearer than before. That really impressed me.
